Two week extension to comment on 56 York Hill plans

Residents of York Hill have been granted a two week extension to comment on plans for a two storey extension to one of the prominent cottages on the north bank before Kings Hill.

The letters dated 19 December were received as the council planning offices shut for the Christmas/New Year period, leaving little time to comment.

The new owners have asked for Conservation Area consent to demolish a conservatory and erect a two storey extension in its place.

Hills Amenity Society committee will be examining the plans at its meeting on 17 January.

Vodafone/O2 phone masts

Residents of the western end of Baldwins Hill, who have voiced strong concerns about plans for a giant mobile communications mast planned for the corner of Baldwins Hill and Goldings Hill, may be encouraged by a helpful update prepared by David Linnell of Loughton Residents Association Plans Group which has been received by the Hills Amenity Society.

He writes that regarding site 18379 Junction of Goldings Hill and Baldwins Hill, ” they propose to redesign the mast as a telegraph pole, with only two antennas, to limit the impact on the area and decrease the visual harm, and to move the pole slightly to reduce the impact on the area.”

David Linnell believes the Government has stacked the planning system in favour of the phone companies, “making it hard for councils to resist these applications (and making appeals on council refusals likely to succeed)”. However, Baldwins Hill/Goldings Hill mast would appear to be one where the objections made so far have resulted in proposed masts being re-sited or where attempts have been made to make the masats less obtrusive.

The current position, says Mr Linnell, is that the applicants’ agent has approached the District Council with revised proposals. “These are preliminary discussions, and no action can be taken – when planning applications appear on the Council planning list we will consult nearby residents again.”

Other masts are planned for the junction of Borders Lane and Traps Hill, the north side of Chester Road opposite Droveway, and the Junction of Westall Road and Etheridge Road, Loughton, where it is proposed to move the site to the pavement outside the Clydesdale Pub, subject to underground service searches, and to redesign the mast as a telegraph pole at the lowest height possible, with three antennas instead of six.

The application for a mast on the High Road outside Oaklands School went to appeal and a decision is awaited.

Support grows for speed restriction signs for the Hills

my family and i also live in Baldwins Hill and i’m pleased to see other residents share my thoughts that there should be speed bumps down our road. This would be the only credible way of slowing the speedsters down.Unfortunately like all these things it will probably take an accident before we see this though..i hope i’m very wrong ! R. Nelson. Baldwins Hill

I too support a lower speed limit in Baldwins Hill and sleeping policemen would also help. The road is too narrow for speeding motorists

M Purves, Baldwins Hill

I think it should be 20 and not 25 as it has a better chance of reducing speeding. 20 is also a standard limit in other boroughs. Moreover I support traffic calming measures in York Hill as it is a question of when not if there is a collision with a pedestrian, due to the lack of pavements , and where there are pavements they are at times blocked with parked cars, forcing pedestrians onto the road. Even some residents tear up the hill with little consideration.

A. Golan, York Hill

You can add this household to the list of those in favour of 25 mph speed limit signs.

They wouldn’t make any difference to the speed of traffic, but they would represent sort of “boundary markers” which might make it more likely that peoples’ attention would be drawn to the fact that they are entering a “different” area.

V. McDonald, Wallers Hoppet

Yes I would like to see the 25 mile signs also sleeping policemen on Baldwins Hill it is used as a rat run and driven very fast especially in the night

G. Lawrie, Baldwins Hill

We would be very happy for the 25mph sign to go up. We worry for our children and the school children who use many of the roads, particularly York Hill. There are lots of “boy racers” who clearly do not respect the slow signs and the noise is irritating. Further we are beginning to find that people have started to park in crazy places. Opposite driveways so you can hardly reverse out, at tight points in the road on York Hill etc. Several times, I have had to reverse back down the hill and approach our house from other other end of the hill…

I am pleased to say that the consultation is now active and will run through until the 9th December 2011.

The document is available as a download on the City of London’s website www.cityoflondon.gov.uk/eppingforestconsultations

It is also available in hard copy at the three Forest Centres –

· The Queen Elizabeth’s Hunting Lodge, Chingford (open Fri-Sun from 10am – 3pm) and

· The Temple, Wanstead Park (open Sat & Sun 10am – 3pm)

Your comments or suggestions will be most welcome at the following email eppingforestsci@cityoflondon.gov.uk

Comments can also be submitted via post to Epping Forest SCI, The Warren, Nursery Road, Loughton, IG10 4RW.

Alternatively, should you wish to discuss your thoughts with me in person you can attend one of the drop in sessions, as outlined in the Consultation Programme, or telephone 0208 532 5334 for further assistance. However, please note I will not be available between the 12th and 19th November 2011.

I would appreciate if you could speak to your friends, family, community groups and organisations who value the Forest, to let them know that the consultation is now active. I want to hear from as many people as possible!

If you feel you should not have been included on this e-shot and wish to be removed from our stakeholder list, please respond by return email.

Thank you and I look forward to reading/hearing your comments,
